House GOP to vote on 45-day, clean funding bill – limited to 13 words

Published on

In a major strategy shift, Speaker Kevin McCarthy has announced that the House will vote on a “clean” stopgap funding bill that includes money for disaster relief. The bill, which will be voted on under a fast-tracked mechanism called suspension of the rules, requires two-thirds of the House for passage and will heavily rely on Democratic support. It does not include border policy changes or funds for Ukraine, two key issues that have caused divisions among Democrats and Republicans. If the bill does not pass, Republicans have planned measures to mitigate the effects of a government shutdown, including bills to continue paying service members and extending authorization for the Federal Aviation Administration and National Flood Insurance Program.

McCarthy’s decision to put a clean continuing resolution on the floor faces threats from hardline conservatives who oppose the bill. However, McCarthy stated that he will stand with the military, border agents, and those who rely on government assistance, even if it means risking his job. It remains unclear how many Democrats will support the measure, as the Senate is set to advance a competing continuing resolution that includes additional funding for Ukraine, a key demand for Democrats. Despite hopes for a GOP-only stopgap funding measure, it is unlikely to pass, as a significant number of conservative Republicans voted against such a bill on Friday.

In conclusion, Speaker McCarthy’s decision to bring a clean stopgap funding bill to a House vote marks a significant turn in strategy as it relies on Democratic support for passage. The bill does not include provisions for border policy changes or funds for Ukraine, which have been points of contention between Democrats and Republicans. If the bill does not pass, Republicans have prepared measures to mitigate the effects of a government shutdown. McCarthy’s move faces opposition from hardline conservatives, but he remains committed to standing with the military, border agents, and those who rely on government assistance. The outcome of the vote and the level of Democratic support for the bill are still uncertain.
